Gnomeregan is the ancestral home of the Gnomes. It was overrun during the last war while the Humans, Nelves, and Dwarves were distracted by a minor war. During this invasion the Gnomes were forced to flee their city. In the process they let lose some rather nasty weapons that irradiated many of the remaining inhabitants/invaders.
There are two 'sets' of quests available to be done in this area. One pre-early instance set that may include all of the quests up to but not including the main boss. Save Techbot's Brain! and Gnogaine can certainly be done as early as level 24 or so by a small group when you obtain the quest(s). If you complete Data Rescue you will obtain a key that lets you get into the instance much closer to the main boss. Completing just he first two can be a very fast run. Completing Data Rescue is potentially a 1.5-2 hour run. A level 28 group should have no problem completing this set of quests.
The second set of quests, potentially including Essential Artificials, Gyrodrillmatic Excavationators, and the Grime-Encrusted Ring but certainly including The Grand Betrayal can be done in a later run. Completing the collection quests will take quite a while as you will need 120 Robo-mechanical Guts and 60 Essential Artificialsif the entire group is new to Gnomeregan. If attempting just The Grand Betrayal and perhaps the Grime-Encrusted Ring your run could last around an hour. A level average in the group of 32 would give you a decent shot at success depending upon how 'on the ball' everyone is.
A full run from top to bottom could run 160-300 minutes.

Quests
There are nine Alliance only quests, three shared quests and two Horde only quests. The quest names are preceeded with quest levels. The first number is the minimum level to acquire the quest and the second is the quest level.
Alliance quests
Pre-instance quests
20(26) Tinkmaster Overspark - This is a quest to lead you to TinkerTown in Ironforge.
27 The Day After - This quest leads you to the town of Kharanos at the base of the mountain near Ironforge. There you talk to Ozzie Togglevolt and obtain the Gnogaine quest. The reward is a minimal bit of XP.
20(26) Save Techbot's Brain! - This quest is completed outside of the instance itself. On a side room off the pit that is straight ahead as you enter you will find Techbot. Techbot is a level 26 Elite mob. Kill him and take the necessary part.
30 Klockmort's Essentials - Another quest to send you to Tinkertown in Ironforge. They sure don't want you to miss going to Gnomeregan.
24(30) Gnogaine - This quest is also completed outside of the instance. This one is a little tricky. You need to stand near a living Irradiated Invader or Irradiated Pillager and use the vial that you were supplied. Bring a friend to hold aggro while you do this.
In Instance quests - Finally the quests to do inside the instance.
20(30) Gyrodrillmatic Excavationators - The guts you need drop off of all sorts of mechanicals in Gnomeregan. You need 24 but these are very plentiful. The worst part is they take up two bag slot.
24(30) Essential Artificials - There are artificial extrapolators spread all around the lower layers of Gnomeregan. Click on one to get an item. You need 12!
25(30) Data Rescue - There are various (four/five?) punch card machines spread around the various levels of Gnomeregan. Click on the and don't forget to ask for an upgraded card. You do not need to have all the cards at the end. As you get each upgrade you acn destroy the lower level card(s), freeing up inventory space.
25(30) The Sparklematic 5200! - As you kill troggs you will get grime encrusted objects. Use the cleaners in the friendly gnome camp to clean them and get a random item. Some nice items can be obtained here.
28(34) Grime-Encrusted Ring - This quest is started by a random drop of a grime-encrusted ring from a Dark Iron Agent. The ring needs to be cleaned in a Sparklematic 5200. The Sparklematic 5200 returns a Brilliant Gold Ring. You obain the next quest in the line, Return of the Ring, from the Brilliant Gold Ring.
25(35) The Grand Betrayal - This is the quest to kill the main boss. Rewards are Civinad Robes 18Spi/7Sta Cloth Chest, Triprunner Dungarees 18Agi/6Sta Leather pants, or Dual Reinforced Leggings Mail legs with +7 Defense skill.
Follow on quests: These quests follow earlier Gnomeregan quests.
21(30) The Only Cure is More Green Glow - This is a follow on to Gnogaine. Same thing only you need to use the vial on green glowy mobs inside the instance.
28(34) Return of the Ring - Return the Brilliant Gold Ring to its owner Talvash del Kissel in the Mystic district in Ironforge. You may want to remember this mob as you will need to see him again for a quest line in Uldaman. He will be referred to as 'TDK'.
Horde quests
25(30) The Sparklematic 5200! - As you kill troggs you will get grime encrusted objects. Use the cleaners in the hostile gnome camp to clean them and get a random item.
28(34) Return of the Ring - Return the Brilliant Gold Ring to Nogg in Orgrimmar.
35 Chief Engineer ScootyThis quest and the following (Rig Wars) are not horde only. Alliance can pick them up, if they can get to the NPCs deep in Ogrimmar to do it.
35 Rig Wars
Boss List
Viscous Fallout - 30 Elite - The Viscous Fallout is in the area down two ramps from the Gnome camp with the cleaners. He can be reached by jumping off the walkway as you first enter the instance. This is a popular mob to be farmed by Rogues as he is easily reachable and drops the useful Toxic Revenger.
Grubbis - 32 Elite - This mob is found at the end of a scripted event that takes place at the end of the first tunnel to the left of the top walkway where you first enter. There will be a few waves of mobs, then Grubbis will appear in a final wave.
Electrocutioner 6000 - 32 Elite -
Crowd Pummeler 9-60 - 32 Elite -
Dark Iron Ambassador - 33 Elite - These dwarves also drop the grime encrusted ring that starts the quest of the same name.
Mekgineer Thermaplugg - 35 Elite - This is the final boss in Gnomeregan. While you are fighting him, the room produces random bombs. Someone needs to be assigned to kill the bombs before they explode, preferably a Mage or Hunter if available.
