Cast rate is delay (1.8 seconds or 45 frames) plus action frame, so Sorceress cast rate is 45 + (4-7) or 49-52 frames, depending on Faster Cast Rate. For example, against a stationary size 3 target maximum cold damage per second after 4 seconds (100 frames) for a Sorceress with 50 frame cast rate (63-199 FCR) would normally be cold damage multiplied by (4 * 100) / 50, or 8.
