Lightning won't necessarily chain between every eligible target before returning to previous targets: however, lightning will only chain back and forth between targets if next delay has expired before the same target is hit again (otherwise it travels harmlessly off-screen). Skill level is applied on attack, while +% Lightning Skill Damage is applied to each link in the chain as it's created. Displayed lightning chain doesn't necessarily correspond to targets hit. Synergy bonuses don't apply to minimum lightning damage.
