Lightning won't necessarily chain between every eligible target before returning to previous targets: however, lightning will only chain back and forth between targets if next delay has expired before the same target is hit again (otherwise it travels harmlessly off-screen). Skill level is applied on attack, while +% Lightning Skill Damage is applied to each link in the chain as it's created. Displayed lightning chain doesn't necessarily correspond to targets hit.
