Flawless gems can drop from monsters. They require one inventory space and cannot be stacked, and they can be sold to any vendor in town for 7,500 gold beyond Act 1 in Normal (15,000 beyond Act 2 in Normal for a Flawless Skull). They add the following modifiers to an item when placed in any socket:
1 Throwing weapons can be used as input, but the output will not be socketed
