Level >17 Cold Mastery (-100% ECR) is potentially redundant against monsters, while level >37 (-200% ECR) is always redundant. However, higher levels may still be useful against players and mercenaries applying excess CR %: a player applying CR 350% in Hell (CR -100%) would still have CR 50% after level 37 CM was applied, halving cold damage and cold length.
