Quest item after gathering all the parts of the Demon during the Storyline Quest Arms & Answers, then onto That'll Get Infected.

Activate The Oracle in Green Park Station
The Oracle will come back to life, run around, then hop up onto the sandbag barricade by Techsmith 314 in Green Park Station.
