Pratch gives out quests. He can be found in Temple Station.
In-Game Description:
"Go ahead and buy a map from Pratch" was once posted in earnest good cheer alongside the chipper taskmaster's station. It lasted four days.
The Oversight Council pulled the sign after concluding a rise in unexplained disappearances could be reasonably attributed to Pratch's maps often consisting of little more than obscure geometric forms surrounded by large expanses of space in which there apparently be dragons.
