Paladin Seals
Only one Seal can be active on the Paladin at any one time. Only one Judgement per Paladin can be active at any one time. Values last verified 5/6/2005. These are descriptions told to a Level 1 Paladin by the class trainer. Keep in mind that adding Talents may affect descriptions. Seal of Command
Through testing, the rate of proc is known to be 5 procs per minute. Rank of this spell does not affect the proc rate, so save mana by using Rank 1 unless you're using the Judgement. Seal of Command crits hit for 200% rather than the typical 150% for magical damage.

I'm pretty sure that only weapon speed is relevant, except perhaps that higher level monsters will more frequently resist Seal of Command which would slightly lower its apparent frequency. I'm also leaving out my own stats other than to say I am a level 60 Paladin fighting lvl 40-42 monsters. Note that currently (5/8/2005) a Command proc will hide the message for the normal hit that caused it in the Combat Log.
- Using a 1.6 second one-handed weapon, I recorded 1356 hits. Of those, 179 proc'd Command. That's a 13% procs per hit rate. It's also a 4.95 procs per minute rate.
- Using a 3.1 second two-handed weapon, I recorded 222 hits. Of those, 57 proc'd Command. That's a 26% procs per hit rate. It's also a 4.97 procs per minute rate. Alastriona 8 May 2005

Seal of Justice
Fills the Paladin with the spirit of justice for 30 sec, giving each melee attack a chance to stun for 2 sec. Unleashing this Seal's energy will judge an enemy for 30 sec, preventing them from fleeing.
This Seal can be obtained at level 22 for 40 Silver.
Through testing, the rate of proc is known to be 7 procs per minute. This can be raised to 12 procs per minute with Talents. Diminishing returns on stuns make this not a very attractive Seal. However, the Judgement is very useful in instances.
Since the Talent states that Seal of Justice is based on procs per minute, I only tested with my fast 1-handed sword. I have 4 points into Improved Seal of Justice. Not a brilliant way to spend points.
- Using a 1.6 second one-handed weapon, I recorded 713 hits. Of those, 209 proc'd Justice (or at least tried). That's a 10.99 procs per minute rate. That'd be about 7 procs per minute without the Talents. Alastriona 8 May 2005

Seal of Righteousness
Through testing, the rate of proc is known to be 14.5 procs per minute. It never appears to crit. It is considered an instant cast spell for the purposes of "up to" Holy damage increases, i.e. it gets only 43% of the maximum listed (see Plus Damage and Plus Healing Items).

Seal of the Crusader
When this Seal is active, the Paladin attacks 40% faster, but deals less damage with each attack. These two effects balance each other out in DPS. The faster attacks may be helpful interrupting spellcasters and causing procs based on chance per hit. The main benefit of this seal is the increased attack power.
